As many CAFR members know, regulation of solid and hazardous waste in Colorado is vested in an administrative rulemaking body known as the Colorado Solid and Hazardous Waste Commission (“Commission”). The Commission considers proposed regulations developed by the Colorado Department of Public Health and Environment (“CDPHE”) and makes final determinations regarding those rules, through a formal hearing process.
