Laura is a senior associate in the Environmental & Public Lands Group at Davis Graham & Stubbs LLP. Her practice encompasses a broad range of matters, including civil and criminal defense for state and federal enforcement actions. Laura provides compliance counseling related to various environmental regulations, such as the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the National Environmental Policy Act (NEPA), the Clean Water Act (CWA), and the Clean Air Act (CAA). Additionally, she addresses emerging ESG concerns and environmental justice matters. Her expertise also includes environmental permitting in areas such as air, water, and waste.
Prior to joining Davis Graham, Laura practiced in the Houston office of a full-service international law firm, where she represented clients in environmental enforcement actions, supported corporate transactions, and managed client groups focused on regulatory advocacy. Before that, she was an associate in the Houston office of an international law firm. While there, she counseled energy clients on federal and state compliance, advised on project development permitting and conducted internal investigations pursuant to emergency response and environmental matters in addition to her regulatory compliance and corporate work. Earlier, she served as a law clerk for the New York State Office of the Attorney General, Environmental Protection Bureau, and the Environmental Protection Agency in their Air Enforcement Division / Mobile Sources Enforcement Branch.
Laura earned her J.D. from Vanderbilt University School of Law. During law school, Laura served as the senior managing editor of the Vanderbilt Law Review. Laura earned her B.A. from Duke University.
