  • Davis Graham Webinar: Sold! Selling and Acquiring Oil & Gas Assets in Bankruptcy

    As the energy industry has faced recent challenges from the COVID-19 pandemic and geopolitical and economic events, players are exploring opportunities to sell and acquire distressed oil and gas assets. This session will cover the process and strategies for using Section 363 of the Bankruptcy Code for these sales. We will discuss the reasons an E&P company may wish to pursue a sale through bankruptcy; the benefits and limitations of Section 363 sales for buyers, sellers, and other parties; the marketing, auction, and bankruptcy court approval process; and unique considerations for buyers and sellers of oil and gas assets through bankruptcy. The session will include an interactive Q&A and an opportunity for robust discussion.

  • Davis Graham Webinar: Power up to Participate in Xcel’s Upcoming Energy Plans

    In 2019, the Colorado General Assembly established aggressive climate and energy goals for Xcel Energy, Colorado’s largest electric utility. To implement these new requirements, Xcel must file an electric resource plan (ERP) and clean energy plan (CEP) with the Colorado Public Utilities Commission (PUC) in Spring 2021. The electric resource plan will assess Xcel’s current portfolio of electric generation sources, determine the need for new sources, and establish a bidding process for new sources. The clean energy plan will provide a roadmap for Xcel to reduce its CO2 emissions by 80% (compared to 2005 levels) by 2030 while controlling costs and ensuring reliability.

    This presentation will cover the new legislative mandates that Xcel must meet, the PUC process for the ERP/CEP, and explain how to participate in the upcoming proceedings.

  • Davis Graham Webinar: Risk Assessment Fundamentals for Public Policy 

    Unconventional oil and gas development encompasses many different stages, ranging from brief periods of fracturing and stimulation to long-term production. Each distinct stage involves different activities, with the potential to result in various exposures to hazardous air pollutants. Potential toxicity varies with phases of activity, making this a complex situation to understand with respect to human health risks.

    This webinar will present the legal and policy framework for understanding potential health risks from unconventional oil and gas development, followed by a tutorial for understanding factors such as:

    • Development phase;
    • Duration of activities;
    • Potential emissions;
    • Potential exposure concentrations; and
    • Populations at risk for exposure.

    Many different health-based risk benchmark values have been developed. In addition to presenting these benchmark values, we will walk through how the values have been developed, including accounting for the metric of air pollutant (classes of chemicals versus specific species), duration of exposure, type of health effect, and uncertainties in the risk assessment process.

    A panel discussion involving risk assessment experts from the regulating and regulated community will present perspectives on how risk assessment can be applied to communities living near unconventional oil and gas development sites.
